About
The Odisha Building and Other Construction Workers' Welfare Board is a state-level statutory tripartite welfare board constituted by the Government of Odisha under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996. The Board was established on 3 January 2004 and reconstituted multiple times to expand its operational scope. The Board functions under the administrative control of the Labour and ESI Department, Government of Odisha. It is funded primarily by the one per cent construction cess collected under the Building and Other Construction Workers' Welfare Cess Act, 1996, deposited into the Odisha Building and Other Construction Workers' Welfare Fund. The Board registers construction workers and disburses cess-funded welfare benefits across education, health, housing, social security, and disaster relief. Key welfare schemes administered by the Board include the Nirman Shramik Kalyan Yojana umbrella covering education scholarships, marriage assistance, maternity benefits, death and funeral assistance, accident assistance, medical assistance under RSBY and BKKY, the Nirman Shramik Pakka Ghar Yojana for housing, and assistance for purchase of working tools and bicycles.
